摘要
区域产业转移已经成为近年来的热门话题。发达地区准备通过产业转移实现产业升级,发展中地区积极承接产业转移,以获得经济发展的机会。但是,由政府大力推动的省内产业转移在全国来说,广东省是首例,也是唯一一例。在搭建了一个"比较理论分析"框架基础上,运用经济学的"效率机制"和社会学的"合法性机制"分析广东省各级地方政府为什么会卷入产业转移,怎么样实现省内产业转移?产业转移是市场驱动的产物,必将先是市场机制发挥作用;政府是产业转移过程中的助推器,在合法性机制作用下,政府为产业转移创造有利的制度条件和制度环境;产业转移机理是效率机制→强合法性机制→弱合法性机制→效率机制的作用过程。
The regional industrial transfer has become a hot topic in recent years.Industries must be upgraded in eastern regions,and they need be developed in the central and western regions,so they will be transferred from the eastern to the central and western regions.However,local industrial transfer is promoted by the government,Guangdong Province is the first and only one case.This paper built a ＂comparative theoretical analysis framework＂.By the efficient mechanism and the mechanism of the legality,it explained why local government of the Guangdong Province was involved in and how it achieved the transfer in Guangdong province.
