摘要
简述了开展环境质量监测督查的重要性与必要性。指出,目前我国环境质量监测工作中尚存在的问题,部分环境质量监测点位(断面)设置欠科学合理,环境质量监测仪器与监测方法不统一,监测数据的可比性不强,监测能力和人员素质参差不齐,监测数据的质量缺乏保障,环境质量监测管理力度和水平不一,数据质量参差不齐。提出,环境质量监测督查不仅能为提高环境监测数据的质量提供可靠保障,又是对实现环境监测历史性转型开展的有益探索,各级环保行政管理部门和技术支持部门需要高度重视,加强工作抓出实效。
The necessity and importance were described for supervision works of environmental quality monitoring.There were some problems in the present works such as unscientifical and unreasonable setting of part monitoring sites（sections）,poor fit of monitoring instruments and monitoring method,incomparable monitoring data,quite difference of monitoring capability and personnel quality,lack quality assurance of monitoring data,different level of environmental quality monitoring management and different quality of monitoring data.Supervision works of environmental quality monitoring not only could improve the quality of monitoring data and provide guarantee for the historic change of environmental monitoring.Administrative departments and the technical support department at all levels of environmental protection needed pay highly attention to take measures to strengthen work in this respect.
