摘要
近年来我国突发环境事件特别是自然灾害引起的突发环境事件频发,给经济和社会发展带来巨大挑战。突发环境事件应急管理具有的技术性、专业性、突然性、紧迫性等特点导致了环境应急管理存在较大的困难性,对参与主体提出更高的要求。社会团体参与突发环境事件应对具有必要性和可行性,具有市场和政府不可替代的特殊价值。我国突发环境事件应对呈现出从传统的政府一元应对机制向政府主导为主、公众和社会团体积极参与为辅的二元机制完善的趋势。建立由全国性社团与以社区、工作单位等劳动、生活单位为元素的双层并行的团体网络,可以有效缓解政府应急工作的压力。我国应积极构建政府主导、社会团体参与的新型突发环境事件应对模式。
Recently environmental incidents resulting from natural disasters take place frequently and thus pose great challenge to economic and social development.The characteristics of environmental incident management,such as technicality,specialty,abruptness and urgency,lead to big difficulty and higher requirement to the primary participants.The participation of social groups in such event is necessary and feasible,which is of peculiar value and is irreplaceable by the market and government.The tendency of Chinese environmental incident management is now changing from a traditional government unfied mechanism to a dual mechanism that is led by government and assisted by public and social groups.It is believed that the pressure of government in dealing with incidents can be relieved significantly by building communication networks consisting of nation-wide associations,communities and work units.It is necessary for Chinese government to actively construct a new government-leading incident processing model with participations of social groups at the same time.
