摘要
民办高校内涵式发展离不开政府对民办高等教育政策环境的进一步优化。政策优化要以实现公平、提高效率和促进发展为目标;健全民办高等教育法律体系,为民办高校实施内涵式发展提供权益保障;建立公共服务型政府,为民办高校实施内涵式发展创新管理体制;落实政府经济扶持,为民办高校实施内涵式发展夯实经济基础;建立社会评价机制,为民办高校实施内涵式发展搭建外部质量保障平台。
The connotative development of the civilian-run colleges and universities can not be without the further policy environmental optimization given by the government.For the policy optimization it is necessary to take realizing fairness;enhancing efficiency and promoting development as the purpose;perfect the legal system for the civilian-run colleges and universities;provide right and interest assurance to the civilian-run colleges and universities＇ carrying out connotative development;set up the public service form government;carry out connotative developing management system for the civilian-run colleges and universities;carry out government＇s economic help;lay the economic foundation for the civilian-run colleges and universities to carry out connotative development;set up the social evaluation mechanism;build the external quality assurance terrace for the civilian-run colleges and universities to carry out connotative development.
