摘要
本文基于东部S市P区和X区教育社会组织运行状况的抽样调查,分析教育社会组织发展及其中的政府行为。调查结果表明:对政府的单向依赖,造成教育社会组织的独立性普遍较低";全能政府"的体制惯性导致教育社会组织参与的广度和深度均有不足;资源的匮乏造成教育社会组织发展后劲普遍不足;传统的社会心理造成当前我国教育社会组织的社会需求不足。基于此,政府需要强化"培育"责任,避免形成"路径依赖";转变政府的教育行政职能,不断优化"政府购买服务"流程;加强社会资源的整合,理性看待"志愿失灵";加强舆论引导,规范对教育社会组织的过程管理。
Based on the sample survey of educational social organization operation in P and X areas in eastern city S, this article analyses the government behaviour in educational social organization. The survey shows that the one-way dependence on the government resuhs in the reduction of educational social organization's independence; "omnipotent government" inertia leads to the insufficiency of breadth and depth for educational social organization's participation; the lack of resources hinders the development of educational social organization; traditional social psychology causes the lack of educational social organizations" social demands. Based on the above aspects, governments need strengthen the "foster" responsibility, but avoid falling into the "path dependence"; change educational administration function, but optimize the flow of "the purchase of services"; reinforce social resource integration, but a rational view on "voluntary failure"; strengthen public opinion, but regulate process management of educational social organization.
