摘要
本文认为，当前的中国经济正处于一个历史性的转型时期。转型的核心之一，就是使高技术产业成为主导产业。而中国发展高技术产业最缺少的不是科研成果，不是风险资金，也不是人才，而是一个激励创新、创业，并允许自由创业的、公平的环境体系。本文给出了构成这一环境体系的八个方面的要求。其中最重要的两项要求，是允许自由创业的、“无门槛”的企业登记制度和高技术企业的上市交易制度。后者极为重要，它可以使成功地投资于高技术企业的风险资金，以高回报的方式撤出相应的企业，又可以使成功的创业人的市场价值得以实现，从而形成激励机制，使风险资金和创业人才自动涌现，形成高技术产业自劝繁荣的局面。这就是中国发展高技术产业的杠杆支点。
Chinese economy is just in the historical duration of transforming, the growing model. One of the core tasks in this duration is to develop the high-tech industries and make them the economic pillars (key industries of the economy). The most requirement for developing Chinese high-tech industries is not the research achievement, not the venture capital, also not the qualified engineers and entrepreneurs, but the fair economic system which could stimulate people's enthusiasn for starting high-tech ventrue, and in which people could start business freely. The 8 requirement aspects for this kind of system have been suggested in this paper. Two of them are the most important. One is the Register Regulation for Firm License. Another is the Regulation to approve the high-tech firm to exchange its stock on the stock market. The second one is extremely important. It will make the investor withdraw his investment from the stock market and obtain very higher ROI included in the Capital Gain, and will make the entrepreneur the millionaire. These will stimulate people to start high-tech ventures, stimulate investors to invest in high-tech industries. If so, the Chinese high-tech industries will develop automatically without the driving of government. This system is just the fulcrum to develop Chinese high-tech industries.
