摘要
"省管县"改革是当前我国行政体制改革的一个重要战略,具体可分为财权维度的改革、事权维度(包括经济管理权限和社会管理权限)的改革和人事权维度的改革。我国已有22个省(区)开展了各种实践形态的"省管县"改革。根据各省的改革政策文本分析,当前的"省管县"改革具有一定的地域差异性。从三个维度来看,当前的"省管县"改革呈现出明显的非同步性。进一步深化和推进"省管县"改革,应着重推进人事权维度的省直管改革。
The province-tube-county reform is an important strategy of China＇s currently administrative reform.It falls into three main categories： financial power;administrative power and power of personnel administration.22 provinces（regions） in China went through a variety of the province-tube-county reform.Through analyzing the reform policies of various provinces,this paper holds that,the current reforms have certain geographical differences and aren＇t obviously in line with the three reforms.It is necessary for deepening and promoting the province-tube-county reform to focus on promoting the reform of power of personnel administration.
