摘要
以物流产出距离函数为分析框架,提出并定义物流匹配效率的概念,运用中国30个省市地区1999—2008年相关面板数据,通过构建非参数的生产前沿面函数模型,对中国地区物流匹配效率进行全面测算,同时基于面板数据模型对区域间物流匹配效率的差异进行回归分析。研究发现:中国物流业整体效率并不高,物流对经济发展的支持能力整体水平偏低;中国东、中、西部的物流产业对当地经济发展的支持能力依次降低,且差异明显;在物流匹配效率的影响因素中,地区人均资本、所有制结构、物流业人力资本质量及专业化程度表现出显著正效应。实现物流匹配效率的提升,必须在持续投资的基础上,实现管理的完善及配套资源的及时跟进;深化产权结构改革,减少政府干预;鼓励物流企业的联合与并购,积极推进物流企业规模化、集团化发展。
Under the analysis framework of logistics output distance function,the paper defines the concept of logistics matching efficiency（LME） and makes overall measurement of regional LME by constructing non-parametric production frontier function model with the application of related panel data of 30 provinces,cities,and areas over the period 1999-2008 in China,while the regression analysis of regional differences in LME is conducted based on panel data models.The study finds that the overall efficiency of logistics industry is not high and logistics has poor capacity for supporting economic development.The support capacity of Eastern,Central and Western regions decline in turn and regional differences are significant.Regression analysis shows regional per capita capital,ownership structure,logistics human capital quality and specialization of logistics industry have significant positive effects on LME.To achieve greater LME,sound management and related resources allocation must be timely followed up when continued logistics investment is conducted;Government should has less intervention,deepen the reform of the structure of property rights;encourage alliances,mergers and acquisition of logistics firms,actively promote large-scale and group development in logistics enterprises.
