摘要
西部大开发的实施虽然成效显著,但是东西部差距仍在扩大。如何促进西部农业增效和农民增收,提高西部地区农产品市场竞争力,特色农业是一项战略性选择。西部地区要实现农业经济的腾飞并与东部地区协调发展,必须发挥区域比较优势,发展特色农业。在分析我国西部地区发展特色农业的优势、必要性、开发现状及存在问题的基础上,探讨了组建特色农业基地的战略构想,并提出了加快西部地区特色农业发展的主要措施。对实施农业结构调整,加快农业产业化进程,实现农业和农村经济可持续发展,具有重要的指导价值。
This article discusses the strategic conception of constructing characteristic agriculture base and proposes the key measures of speeding up the western area characteristic agricultural development. It has the important instruction value of implementing theagriculturalrestructuring, speeding up the process of agriculture industrialization , and achieving sustainable development ofagri- culture and rural economy.
