摘要
目的了解江苏省职业卫生服务资源的配置现状,为优化职业卫生服务机构建设提供科学依据。方法对省内各职业卫生服务机构进行调查,对数据整理校对、进行描述性统计分析。结果共收回182份有效调查表,全省共有职业卫生技术服务机构79个、职业健康检查机构84个、职业病诊断机构19个。省地级职业卫生技术服务机构平均拥有评价人员8.93人和检测人员9.14人,与县区级的4.40人和4.88人比较,差异有统计学意义;省地级职业健康检查机构平均拥有医师人数14.43人及年度体检人次数11 696.07人,县区级的8.19人和4 974.34人比较,差异有统计学意义;经济较发达地区与其他地区职业卫生服务人力资源比较,差异无统计学意义,但服务量如平均体检人次数8 755.11人和4 099.27人比较差异有统计学意义;经济较发达地区平均每万亿GDP拥有技术服务、健康检查和诊断机构数9.82、13.09和3.64个,较其他地区27.85、25.70和4.82个差异有统计学意义。结论该省职业卫生机构资质认证尚有欠缺,从业能力有待提高,质量管理不够完善,人力资源分布不均,地区差异和市县差异较大,总体上职业卫生服务水平不能满足职业卫生的市场需求,应加强职业卫生服务机构建设,培养各类职业病防治专业人才,合理配置各类职业卫生服务资源。
[Objective]To understand the present situation of resource allocation of occupational health service in Jiangsu province,provide the scientific basis for the optimization in construction of the occupational health services institutions.[Methods]All of the occupational health services institutions in Jiangsu province were investigated,and the data were arranged and analyzed by descriptive statistical method.[Results]There were 182 effective questionnaires collected from 79 occupational health services institutions,84 occupational health examination institutions and 19 diagnosis institutions for occupational diseases.There were on average 8.93 evaluators and 9.14 inspectors in the occupational health services institutions at provincial and prefecture level,which were significantly higher than the institutions at county and district level which were 4.40 and 4.88,respectively.In the occupational health examination institutions at provincial and prefecture level,there were on average 14.43 doctors and 11 696.07 person times of physical examination per year,which were significantly higher than the institutions at county and district level which were 8.19 and 4 974.34,respectively.No significant difference was found in human resources of occupational health service between the developed areas and other areas.But there was significant difference in average numbers of health examination which were 8 755.11 and 409 9.27,respectively.In developed areas,the number of institutions for technical services,health examination and diagnosis were 9.82,13.09,3.64 per trillion of GDP,which showed significant difference with the other areas of 27.85,25.70 and 4.82,respectively.[Conclusion]In this province,the qualification certification of medical institutions was not satisfactory,ability of practitioners should be improved,the distribution of human resources was not well balanced,and regional difference was significant.The levels of the occupational health service could not meet the occupational health needs of the market.It is necessary to strengthen the construction of occupational health services institutions,train the professionals in the occupational disease prevention and rationally allocate various resources of occupational health services.
