公共管理转型：协作性公共管理的兴起被引量：47

摘要协作性公共管理是在反思传统官僚制行政模式和碎片化新公共管理模式的基础上形成和发展起来的。它代表了当前公共管理新的发展趋向或研究途径。或者说,未来的公共管理将是一种"协作性公共管理"模式。近年来我国政府面临的诸如地方保护主义、"非典"、流域水污染、雪灾、地震、劣质食品、流感和气候变化等"恶劣的问题"挑战了划地为界的单边管理模式,凸显了发展跨地区、跨部门协作性公共管理的紧迫性与重要性。
