摘要
积极引进国外科技人才和智力,为推动我国提升科技创新能力、建设创新型国家发挥了不可替代的作用。论文回顾我国延揽国外科技人才的发展历程与成效,剖析吸引国外科技人才所面临的新挑战与问题,阐述我国积极延揽国外科技人才的基本思路,并系统地提出了加强国外科技人才和智力引进的对策建议。
Actively attracting foreign science and technology talents and intelligences exerts inestimable effects on promoting science and technology innovation in China.This article makes brief review of the history in attracting foreign science and technology talents in China.The essay reveals the new challenges of attracting foreign science and technology talents,discusses possible ways in this respect and puts forward the countermeasures and advices of actively attracting foreign science and technology talents and intelligences.
