摘要
2009年以来为应对国际金融危机,国务院陆续批复了十多项区域发展规划及政策。研究表明这些规划与政策体现出了更加明晰细化的区域空间格局、多元多极的区域发展模式和注重协调发展、可持续发展和环境友好发展理念等三方面的特征。文章从资源重组、空间重构和管理体系三个角度分析其仍然存在以下问题:现阶段过于偏重重组优质资源,忽视发达地区与欠发达地区的协调发展;造成"政策交集"地区的战略定位和发展路径选择的"两难"处境;需进一步完善仍处于分割状态的规划管理体系等。最后,针对以上问题提出政策建议。
In order to cope with the financial crisis, several reginnal development planning and policies have been proposed by the State Council since 2009. In this context, the paper intends to make a holistie review to evaluate these proposals. In the first place, the study finds that these regional planning and policy reflects shree characteristics： more expiici! and detailed regional spasial patterns, multiple and multipole rondel of regional development, sustainable development and environmental friendly development concepts. Moreover, the paper discusses their existing problems from three angles： resources reorganization, space reconstruction and the management system, and demonstrates some problems as follows： ignoring coordinated development between developed and undeveloped region at the present stage, causing strategic orientation and development path selection of ＂policy intersection area＂ dilenuna, and further perfecting divisional planning management system. At last, based on the above problems, suggestions of policies are put forward.
