摘要
长江上游水能资源丰富,是我国重要的水电开发基地。干支流已建和在建的大型梯级水电站群规模庞大,其联合调度将对我国能源安全和绿色能源发展具有重要战略意义。针对长江上游大型水电站开发建设和运行管理现状及当前面临的挑战,借鉴国内外梯级水电站运行调度经验,从联合调度系统建设、运行和管理等层面,探讨长江上游大型水电站群联合调度的发展思路、阶段目标和主要任务,并提出需要解决的管理科学问题。
The upper Yangtze River,rich in hydropower resources,is China's important hydropower development base.The scales of built-in and under constructing cascade hydropower stations on the main stream and its tributaries are large and the combined management has important strategic significance for China's energy security and green energy development.Addressing the challenges of the upper Yangtze River's large hydropower development and the status of operation and management,sharing the experiences from domestic and the overseas on operation and management of cascade hydropower stations,taking into account the combined operation system building,operation and management,it discussed the thoughts,one-phase target and main tasks of the combined operation and development of large hydropower stations on upper Yangtze River and the scientific management problems to be solved are also raised.
