摘要
贫困问题和生态环境问题往往交织在一起,互为因果。西部民族地区在长期发展过程中经历着来自贫困和生态环境恶化的双重压力。文中以省肃南裕固族自治县为例,通过分析贫困地区生态环境恶化驱动因素以及贫困特点,提出在新的形势下应从生态的角度选择生态型反贫困战略。通过恢复和重建贫困地区的生态环境,发展特色生态产业,发展循环经济,从而打破贫困与生态环境的不良循环,实现生态和社会经济系统的良性循环。
Poverty and environmental problems are often intertwined.In the long process of development,the western minority areas was experiencing the poverty and environmental degradation from the double pressures.In this paper,by analyzing the present situation of ecological environment in poor areas and poverty characteristics,under the new situation resented,authors believed that Sunan Countyl should be selected ecological anti-poverty strategy to develop special ecological agriculture,vigorously develop the circular economy in order to break the poverty cycle and ecological environment,and to established fine relation between ecological and economic development.
