南京市高层建筑消防安全存在的问题及对策 被引量:5

摘要 目前的高层建筑多为合用建筑,消防安全责任主体不明确,职责不清。部分高层建筑收缴物业费困难,物业管理单位资金不足,无法满足日常维护需要。部分物业公司唯利是图,运作不规范,挪用、克扣维修费用。运用专项维修基金审批手续烦琐,时间跨度长,导致隐患整改不及时,内部安全管理水平不高,消防监督管理缺位等问题。面对这些问题应增加财政对消防的资金投入,及时补充和购买高层消防设备,建立航空消防站,完善制度保障,简化维修基金消防投入的运用审批程序。要进一步明确开发商、物业管理公司、产权人、使用人和房产部门的消防安全主体职责。 Nowadays,most of high-rise buildings are shared by a number of households.However,no distinctive responsibility is assumed among households.Moreover,some high-rise buildings find it difficult to collect property management fees,making it difficult to raise sufficient funds for daily maintenance.In addition,some property management companies only focus on making money,and have no rules to run.What is worse,some companies even appropriate and skimp maintenance fees.The approval procedure for special maintenance funds is complicated and time-consuming.As a result,some potential problems fail to be addressed in due course.Besides,the security administration level is low and no supervision of fire fighting can be found.To approach such problems,it is necessary to invest more funds in fire fighting,to buy fire fighting equipments used for high-rise buildings,to establish aerial fire stations,to perfect relevant systems,and to simplify the approval procedure for maintenance funds.Furthermore,it is critical to clarify the responsibilities of fire fighting among developers,property management companies,property owners,real estate users and real estate sectors.
