摘要
维护公益性和调动积极性是公立医院改革的根本方向。从实证性角度分析了公立医院改革坚持公益性积极性均衡化发展模式的历史必然性,从一个根本原则、二个核心机制、三个主体联动制度构建公立医院公益性和积极性均衡发展的方向和路径。
Maintaining the welfare and firing enthusiasm are the basic direction of public hospital reform. From empirical analysis, it is of historical inevitability that public hospital reform insists on development mode of public welfare enthusiasm equalization. One fundamental principle, two core mechanism, and three main linkage system are used to build direction and path of welfare and the enthusiasm for public hospitals.
