摘要
在全国档案界全面贯彻落实以人为本的"两个转变",建立"两个体系"档案工作的战略思想背景下,提出了解放人事档案以切实保障公民知情权,阐述了解放人事档案的背景和内涵,探讨解放的实施策略与举措,并揭示了其实施意义。
Under the background of the whole archives community in the country fully carrying out implement the humanity-oriented ＂Two Conversions＂and establishing the strategic thinking of＂two systems＂archives work,the thesis will expound the background and connotation of putting forward liberating personnel files in order to safeguard the civics right to know about their personnel files,discuss the implementation strategies and measures of liberating personnel files and reveal the implementation significance of liberating personnel files.
