新兴援助者与非洲发展 被引量：2

摘要 近年来,新兴援助者日益活跃,它们几乎都是新兴的发展中大国,其援助对象指向发展中国家。新兴援助者在非洲发展中扮演的角色尤其突出,它们强调非洲作为受援者在援助关系中的主体地位,力图建立一种双向互动、援他与助己相统一的援受关系。这种新兴的援助关系已经超出单纯的援助范畴而日益显示出南方国家联合自强、共同发展的特色,也为非洲国家提供了与其他发展中国家共享的发展平台,拓宽了非洲获得外援的渠道,改善了非洲发展的外在软环境。
