摘要
土地市场发育程度直接影响土地资源的配置和使用效率,在探讨农村土地市场成熟度内涵的基础上,通过构建评价指标体系定量测算重庆市农村土地市场的发育程度,并将重庆市划分为4个区域,对其农村土地市场发育程度进行了比较分析.研究发现:重庆市农村土地市场发育程度总体处于中等水平,但地区之间差异明显;市场发育成熟度从高到低依次为都市区、都市区周边14区县、渝东北地区、渝东南地区,其中都市区属于成熟型,其余3个区域均属于发展型.认为影响重庆市不同区域农村土地市场成熟度差异的原因主要有经济发展水平、农业劳动力数量及其比重、劳动力受教育程度、土地利用程度等4个方面.建议在实际工作中,根据不同区域农村土地市场发育的制约因素制定相应的土地政策,促进农村土地市场健康发展.
The development degree of the land market may directly influence the allocation and use efficiency of the land resources.Based on a discussion of the connotation of the "maturity degree of rural land market",this article constructs an evaluation indicator system,estimates the development degree of the rural land market in four zones of Chongqing and makes a comparative analysis of these zones.The research shows that on the whole the development of rural land market in Chongqing is at a medium stage,with striking difference among the 4 zones,which are in the order of the Metropolitan area the 14 counties around it Northeastern Chongqing Southeastern Chongqing.The maturation degree of land market in the Metropolitan area is of the maturing type while that of the rest is of the developing type.It is concluded from the above result that the factors which influence the maturity of rural land market in different zones of Chongqing are the development level of the economy,the volume and proportion of agricultural labor,the education level of labor and the degree of land use.Finally,in order to promote the healthy development of rural land market in future practical work,the paper puts forward some strategies for the development of rural land market in different zones of Chongqing.
