摘要
通过研究如何在医疗卫生系统中形成由政府主导医疗保障、市场主导医疗服务的有效竞争机制,达到既保障医院公益性,又符合激励相容、资源有效配置的目标,促进民营医疗机构健康持续发展,为政府有关决策部门制定医院改革与发展的政策与法规提供理论支撑和决策依据。
The paper studies the way to progress private hospitals,to form an effective and competitive mechanism in healthcare industry that consists of government-sponsored medicare and market-oriented healthcare services,hoping to realize the goal of ensuring public welfare nature,matching the goal of incentive compatibility and effectively allocating resources.It also provides theoretical support and decision making basis for government to design regulations and policies that related to hospital reform and development.
