摘要
省管县体制改革的推进是一个涉及多方面因素的复杂工程,必须深入研究、科学运作。本文在分析省管县体制改革的原因、可行性的基础上,认为改革还要理性进行,要综合考虑我国各地区经济发展的实际状况、行政区域面积、市县行政单位数量等因素,将推进改革与转变政府职能及其他相关制度建设有机结合起来,从而进一步实现区域经济社会的可持续发展。
Province-governing-county system reform is a complex project involving many factors,we should deeply research and scientifically operate.Based on the analysis of the reasons and the feasibility of the province-governing-county system reform,we assume that the reform should be rationally pushed.We have to make an overall consideration of the factors including the actual conditions of economic development,the extent of regions and the quantities of administrative units in the level of cities and counties,and the reform should be combined with the transformation of government functions and other related system construction.So as to realize the sustainable development of society and economy.
