摘要
不同的话语体系说明土地规模化流转的可能以及预期的后果,但是规模化流转的话语体系是否适合当前的农村现实?笔者以河南省H县村庄土地流转的情况为经验材料,考察了规模化土地流转能够达成的条件,分析出土地流转后形成的相关后果,认为土地大规模流转的制约性因素较大,尤其是乡村治权弱化甚至丧失后土地流转的利益分配失衡,土地规模化流转需要在重塑基层社会的治理能力的基础上谨慎推行。
Different theory dimensions have explained the possibilities and expecting results of the land circulation on a large scale, yet whether those theory dimensions are really suitable to the rural society today？ It＇ s still a big question. Based on the experiences of rural land circulation on a large scale in H county of Henan province, the author reviews the pre- conditions of land circulation on a large scale, analyzes the related consequences after the land circulation and believes that many factors can restrict the land circulation on a large scale, especially the imbalance of interest distribution caused by the weakened or even disappeared rural governance. Therefore, the land circulation on a large scale should be carefully carried out on the foundation of reconstructing the rural governance at the grass roots level.
