摘要
当前,高校图书馆在图书招标采购中,由于对这一新型的图书采购方法的实际运作经验不足,往往容易陷入"低价中标"误区。高校图书馆应该通过制定规范的采购合同和合理的评分标准,严格考察书商的实力,严把图书验收质量关等有效措施,走出"低价中标"误区,提高图书招标采购质量。
Nowadays,owing to lack of experience in actual operation the new type of inviting tenders and purchasing books in libraries of universities and colleges,we often prone to fall into the mistaken ideas which named "lower price tender".In order to free ourselves of the mistaken ideas and improve the quality of books purchase,libraries of universities and colleges should drawing up a series of effective measures,such as draw up normative procurement contract and reasonable standard for evaluation to inspect book wholesaler's strength and strict control the quality of book acceptance.
