摘要
取消农业税后,基层治理面临新的困境,干群互动中普遍遵循"不得罪"逻辑。其产生的内在原因主要是乡村治权弱化和治责缺失。这种行事逻辑将改变基层治理中干群关系的实质,并预示着乡村治理的去规则化。
With the abolition of agricultural tax,the grass-roots governance is facing some new difficulties,and the interaction between cadres and the masses generally follow ＂not offending people＂ logic.This act results from the logic of social,institutional aspects of a variety of factors.From the village-level administrative power of grassroots political power weakened and the missing of government responsible,the paper analyzes two aspects of the underlying formation and points out that this situation will lead to the accumulation of contradictions among the village,and even intensified the plight of rural governance,and the rural community will be in further disorder.
