摘要
从耦合互动机理来看,新材料产业与低碳经济的演进实际上就是一个双向互动、耦合发展的过程。从耦合演进路径来看,新材料产业主要以技术创新优势"立体式"参与低碳经济发展,以生产的低碳化与流通的低碳化环节支撑低碳经济发展,以低碳型产业支持低碳经济发展。基于低碳经济模式,建议结合新材料产业细分特性,构建与低碳经济良性耦合和互动发展的产业体系;整合新材料领域相关资源,建立富有活力的新材料产学研联盟发展创新体系;做好产业进入壁垒分析,认真对待走向低碳经济的新材料产业发展投资风险;加强碳排放权交易政策体系研究,通过碳排放权管理实现新材料发展经济环境双赢。
From the coupling interaction mechanism, the evolution of the new material industry and low-carbon economy is actually a process of two-way interaction and coupling development. From the coupling evolution path, the new material in- dustry mainly takes part in the low-carbon economy in "stereo type" by its technical innovation advantage, holds the low-carbon economy by the low-carbon in producing and low-carbon in flowing, and supports the low-carbon economy by the low-carbon-based industries. Based on the mode of low-carbon economy, we suggest to combine with the segment characteristic of the new material industry, establish the industrial system of healthy coupling and interactive development with low-carbon economy; integrate related resources about the new material, create the active alliance of the new material to develop innovative system; do good analysis of industry' s entry to the barriers, seriously treat the development and in- vestment risk of the new material industry; strengthen the research on trading policy system of carbon emissions, achieve a win-win situation in economy and environment of the new material through carbon emission management.
