摘要
湖南农村剩余劳动力的转移,既有人多地少矛盾所致农业边际劳动生产力低下的内在推力和较大收入差距所致的外在拉力,又有劳动力的低质、市场的不完善性、制度的不公平性和发展的不充分性等多重阻力。要实现农村剩余劳动力的根本转移,必须发展农村教育事业,提高劳动力的素质;强化政府服务职能,促进劳务市场完善;废止传统户籍制度,完善社会保障体系;积极承接产业转移,加快湖南经济发展。
The factors for rural surplus labor transfer in Hunan, not only has internal power of lower marginal agricultural productivity and external power of the higher income gap, as well as the resistance of the inferiority of labor force quality, the imperfection of market, the unjustness of system, the non - adequacy of development. In order to promote the fundamental transfer of rural surplus labor, We must develop the rural education, improve the labor force quality, enhance the government' s service function, perfect the labor market, reform the traditional household register system, improve the social security system and undertake the industry transference to promote economic development in Hunan.
