摘要
结合现有高速公路路政客户服务呼叫中心在应急事故和紧急救援时所面临的用户定位问题,分析了现行道路定位方式在行驶方向、立交匝道等处精确定位时所存在的不足,提出一种建立于国家统一路网命名和编号规则基础之上,包含道路编号、百米桩号、行进方向和传输校验4大要素的路网精细化定位编码标识,并给出了编码规则和标志制作安装方法,使得高速公路的管理人员和司乘人员能方便快捷的获取精确的道路定位,从而指引管理部门快速反应,为交通应急指挥和紧急救援赢得宝贵的时间。
Confronted with the problems related to the location services offered by Expressway Customer Service Center in the traffic accident and emergency response, this study analyzes the deficiencies existing in the current high-accuracy location services related to: driving direction, ramp and interchange. Based on the national regulations of highway naming and coding, a set of geographic coding rules are provided. The rules consist of the following four elements: road segment coding, hectometer marker, driving direction and transmission verification. In addition, the detailed coding rules and procedure for making and installing markers are also put forward. The proposed system will help the expressway managers, drivers and passengers obtain accurate location services in a quick and efficient manner. It will also ensure a quick emergency response implemented in a timely fashion and save the precious time for the traffic emergency response and rescuing.
