摘要
在实施最低生活保障制度的过程中,由于中央政府没有规定最低生活保障标准的具体计算方法,且由于管理层次太低,造成我国最低生活保障标准多达数千个的局面。大部分地区的保障标准过低,保障效果不良;且各地区间标准差距过大,影响地区统筹发展。解决上述问题的根本之策在于:统一最低生活保障标准的计算方法,提高最低生活保障标准的管理层次。与上述改革相配套,需要建立中央、省市与区县的三级财政分担机制。
Because the Central Government did not set up specific counting method for Minimum Living Standard,and Minimum Living Standard management level is too low,there are thousands of minimum living standards over the country.Most area＇s Minimum Living Standards are too low,standard gaps among different areas are rather large,as a result,it influents the harmony of regional development.To integrate minimum living standard counting methods and to heighten the level of minimum living standard management are the basis tactics to solve the above-mentioned problems.To match the tactics,it ought to establish a three-level financial share mechanism among the central,provincial and district government.
