摘要
目的了解《上海市公共场所控制吸烟条例》(以下简称《条例》)颁布后,宝山区居民控烟知信行改变和公共场所控烟效果,为政府及相关部门制定相关政策提供科学依据。方法采用分层多阶段整群抽样的方法,对宝山区内的学校、饭店、医院等106所各类公共场所及场所内部分工作人员和拦截人员进行基线调查,并在《条例》颁布1个月、半年后人们对控烟知信行改变和场所环境观察进行跟踪评估。结果《条例》实施半年后居民对控烟相关知识平均知晓率从79.48%升至89.80%;赞成公共场所禁烟的比例从57.25%升至69.12%;公共场所吸烟率从32.47%降至20.95%。环境观察显示,公共场所控烟情况普遍好转,但餐饮和娱乐场所吸烟现象仍然严重。结论《条例》实施后,居民控烟整体知信行水平有提高,公共场所吸烟现象得到一定程度改善。
Objective To understand the status of the residents in Baoshan District of Shanghai on the KAP of smoking control and the effectiveness of public place for smoking control after promulgated Ordinance of Shanghai Public Place for Smoking Control （called Ordinance for short）. To offer scientific basis for the government and related department for making policy. Methods Stratified multiphase cluster sampling method was used. An initial survey was conducted on the schools, restaurants, hospitals and so on as well as part of workers and persons blacked in public places in Baoshan District. Subsequently, follow-up evaluations on the knowledge, attitude and behavior alterations of the residents and environment observation was conducted one month, half a year after Ordinance promulgated. Results One year after Ordinance promulgated, the average knowledge of the residents on smoking control had been increased from 79. 48% to 89. 80% ; the rate of residents who agreed with nonsmoking in public places had been increased from 57. 25% to 69. 12% ; the smoking rate in public places had been decreased from 32. 47% to 20. 95%. As is shown by environment observation, the overall phenomenon of smoking control in public places improved, however, the phenomenon of smoking in restaurants and recreation places were severious. Conclusion The overall status of knowledge, attitude and behavior of residents on smoking control had been improved, and phenomenon of smoking in public places had been control on the some extent.
