摘要
作为一项中国特色的社会主义基层群众自治制度,村民自治在中国农村的推行使农村基层社会管理和民主化进程取得了实质性进展,但村民自治在发展中出现了一系列制度偏离现象。主要表现为群众自治的变异、乡村关系的扭曲、村两委关系的形变、后选举阶段的民主虚置化等。对于村民自治发展中的制度偏离现象,应当根据村民自治的制度目标,以是否有利于农村社会管理民主化、是否有利于农村社会和谐、是否有利于农村经济社会发展为价值标准进行多维分析和科学评价。现阶段村民自治发展中的制度偏离现象极为复杂、多样,根据对于民主、和谐、发展三个变量的不同组合关系进行分类,村民自治发展中的制度偏离大致有六种类型。
As a socialism grass-roots autonomous system with Chinese characteristics,the implement of villagers self-governance in Chinese rural areas has made the countryside social management and the democratization process get substantive progress,but a series of system deviation phenomenon appeared during the development of the villagers self-governance,which mainly perform as the variation of villagers self-governance,the distortion of rural relationship,the deformation of two rural committees' relationship,the democracy formalization in post-election phase and so on.Basing on the system goal of villagers self-governance,the situation should be made multi-dimensional analysis and scientific evaluation with the value standard as whether advantageous to the democratization of rural community administration,whether advantageous to the rural community harmony and whether advantageous to the rural economic social development.The system deviation phenomenon at the present stage is very complex and diverse,which has about six types according to different combination relations of democratic,harmony and development.
