摘要
为了分析制造业绿色创新与地方政府行为的关系,通过设计制造业绿色创新能力和地方政府行为投入评价指标体系,构建了制造业绿色创新与地方政府行为灰色关联分析模型.以黑龙江省制造业29个行业为样本,采用模糊优化迭代法和灰色关联分析法,测算了7个地方政府行为投入指标与制造业绿色创新能力综合指标的关联度,计算结果证明地方政府行为与制造业绿色创新存在重要关联.同时,计算结果表明:与制造业绿色创新能力关联度最大的地方政府行为投入指标是地方政府对制造业绿色创新的贴息贷款额.最后,提出了推动制造业绿色创新的建议,为地方政府制定促进制造业绿色创新发展的政策提供借鉴.
In order to analyze the relationship between green innovation in the manufacturing industry and local government behavior,the green innovation ability index system in the manufacturing industry and the local government behavior input index system were designed,and a gray relevant analysis model was established.Taking the 29 industries of Heilongjiang province for a sample,seven correlation degrees between local government behavior input index and green innovation ability index in manufacturing industry were calculated by using the methods of fuzzy optimization and iteration along with gray relevant analysis.Calculation results prove that green innovation in the manufacturing industry is closely related to the local government＇s behavior.At the same time,calculation results show that the input index of the local government＇s behavior is the number of interest subsidy loans that the local government gives to manufacturing enterprises.Their correlation degree to the ability of green innovation in manufacturing industry is the largest.Finally,suggestions were put forward concerning promotion of green innovation in the manufacturing industry so that reference can be provided for policy making by the local government on this topic
