摘要
当前,我国很多省市通过推行城乡建设用地增减挂钩的方式来解决建设用地缺口问题。本文研究了三种典型模式下农户愿意腾出建设用地的时机及其影响因素,以及所腾出建设用地的配置途径和建设用地资本化后的收益分配等问题。研究认为,影响农户腾出建设用地的时机主要包括当地经济社会发展状况、腾地农户所承担的腾地成本以及农户所能分享的土地增值收益等因素。建议在推进城乡建设用地增减挂钩过程中,注意推进试点工作的速度和力度,注重增强政府控制力和自控力,注重提高农民的参与度与受益度。
At present, China's governments in many provinces and municipalities are solving the problems concerning in sufficient supply of construction sites by linking urban and rural areas. In this paper, based on three typical modes, the issues over occasion in which farmers are willing to make land available and the factors influencing it, the ways allocating land for construction and income distribution after construction sites capitalized, are studied. The study shows occasions that if farmers would like to free land for construction including local economic and social development, the cost they have to afford and the benefits can be shared after the land is value - added, or other factors. Based on the above analysis, the paper argues that in the course of implementing the measures governments should pay much attention to promote the pilot work of the speed and intensity, enhance government control and self - control, and improve farmers' degree of participation and their benefits.
