摘要
现阶段我国各地区食品安全监管执法力度存在巨大差异,不利于提高食品安全保障水平。以机构自主性为理论视角,选取食品生产加工环节,构建中国食品安全监管执法力度影响因素的分析框架,引入符合国情的操作变量,运用OLS回归来验证假设,进而得出结论:监管者应全面且持久地关注食品安全,农村消费者诉求需得到更多回应,正确处理安全监管与产业发展的关系,中央政府应发挥更积极作用,监管执法效率亟待提高。
There exists huge difference of food regulatory enforcement among various regions in China, which reduces regulatory performance. Based on institutional autonomy theory, this article establishes an analytical framework of the determining factors of food regulatory enforcement. After introducing variable index system, OLS regression is used to test hypotheses, conclusions are followed: food regulator must pay more attention to safety issues and be more responsive to rural consumer demands; it's important to balance safety and industrial development; central government should play a more active role; improvement of enforcement effectiveness is urgent.
