摘要
分析湘江流域水污染治理体制机制存在的主要问题,总结国外在流域水污染治理的主要体制机制并借鉴其经验;在此基础上从建立湘江流域治理机构、建立行政协调机制,完善经济激励机制、完善公众参与机制等方面构建湘江流域水污染治理的体制机制。
The paper analyzes the main problems of water pollution control system and mechanism for Xiangjiang rive by referring to advanced experience of the developed countries. The paper constructs the water pollution control system and mechanism for Xiangjiang River by establishing governance institutions, administrative coordination mechanisms, improving market stimulation mechanism and encouraging public participation mechanism.
