摘要
随着各地区高新技术开发区的蓬勃发展,如何衡量其创新能力是迫切需要解决的问题。首先建立了评价高新技术开发区创新能力的指数评价指标体系,再通过随机化层次分析法权重设计样本,以人工智能算法(SVM)中的支持向量机法,计算了内蒙古各高新技术开发区的创新能力指数,并得到按创新能力各高新技术开发区的排名。结果表明内蒙古的国家级开发区—"包头稀土高新技术产业开发区"的创新能力最强,它比最差的高新技术产业开发区的创新能力高近5倍。
High-tech development zones are becoming flourished all over China.It is urgent to measure their innovation capacities.Evaluation index systems for high-tech development zones were established here.Assessing sample was designed by randomized weights of Analytic Hierarchy Process.The final innovation capacity indexes came out by Support Vector Machine,an intelligent algorithm.The order of those zones in Inner Mongolia showed that Baotou Rare-Earth Hi-Tech Zone of national level had the strongest innovation.While the index of the worst one only was one fifth of the strongest one.
