摘要
构建科学合理的科技计划评估模式,既能有效引导一国科技发展方向,又能在一定程度上提高资源配置和使用效率。在比较分析国外科技计划评估的模式与指标体系的基础上,指出了我国在科技计划评估中存在的突出问题,即:评估目标定位不当;评估的规范化与灵活性不足;反映产出效果和影响的评估指标不够合理;评估中利益相关者之间的关系不够顺畅;评估结果利用不够充分。借鉴国外经验,提出了改善我国科技计划评估的如下三条建议:一是要开发与目标定位、结果使用相配套的科技计划评估模式,注重评估模式的灵活运用;二是要重视科技计划的前、中期评估,从源头上保证科技计划的执行;三是要构建综合而平衡的科技计划评估指标体系,在构建过程中考虑利益相关者的因素。
Scientific and rational pattern of ST program evaluation can not only effectively guide the country's science and technology development direction,but also improve the allocation and use of resources in a way.Based on comparative analysis of patterns and indexes of ST program evaluation in foreign countries,this paper points out several outstanding issues which are improper evaluation target on ST program,insufficiently normalized and flexible evaluation work,irrational output effect and influence evaluation indexes,unsmooth relationship between stakeholders and insufficient use of evaluation result.Drawing on relevant experiences of other countries,three suggestions referring to ST program evaluation are proposed: first,develop a new pattern of ST program evaluation compatible with target orientation and result using,at the same time,pay attention to its flexibility;second,place emphasis on prophase and metaphase of ST program evaluation,and ensure its implementation from the source;third,build a comprehensive and balanced evaluation index system of ST program,and take stakeholders into account as well.
