摘要
创新能力是衡量高新区发展的一个重要指标,使用层次分析法对我国高新区的创新能力进行综合评价是一种有效的方法。在评价过程中主要从创新投入、孵化能力和创新产出三方面来设立创新能力评价指标体系。为了使评价更为科学,在计算各层因素对系统目标的综合权重时使用了层次分析法权重和变异系数加权法权重两种方式,并利用2008年数据对54个国家级高新区进行评价,得到园区最终综合得分和排序。
National high - tech zone as the aggregating ground of high - tech has gone through more than 20 years which has realized rapid development of the economy scale. Innovation ability has become one of the most important indexes of national high - tech zone development. In the paper the method of hierarchy analysis was put up to evaluate the innovation ability of 54 national high - tech zones. Evaluation index system was set up from three aspects, that is, innovation input, incubating ability and innovation output. In order to be more scientific, weight of hierarchy analysis and weight of variation coefficient were used to get the arithmetic mean of the evaluation score which decide the last score and ranking orders.
