摘要
分析宁波市低丘缓坡土地资源现状、特点、开发利用对生态环境和林业发展影响，对宁波市低丘缓坡土地可供建设、复垦用地的能力进行了评价，提出了当前土地资源稀缺已成为宁波市经济社会发展的制约因素之一，除了做好现有土地资源的集约利用，推动低丘缓坡林地资源开发势在必行的新形势下依法、有效利用低丘缓坡土地的措施建议。
