摘要
本文在2001年联合国教科文组织统计部门对1996-1997年世界科技状况分析报告中投入与产出指标进行分析的基础上,依据系统性原则、有效性原则和可操作性原则构建了我国政府科技资源配置效率评价指标体系,并采用数据包络分析(DEA)中的VRS模型对1998-2009年我国政府科技资源配置效率水平进行了评价。研究结果表明,除2000、2001和2002年的综合效率介于0.95-1.0之间外,其余年份的政府科技资源配置综合效率都为1,这说明我国政府科技资源配置效率一直都处于较高水平,但为了保持这种高配置效率水平,应当合理控制科技投入总量,继续调整和优化投入结构,提高科技经费使用效益。
According to the systematic principles,effectiveness principles and operational principles,and based on the input and output indicators of report of the world's scientific and technological status of the 1996-1997 implemented by UNESCO statistics department in 2001,the paper has built the evaluation index system of allocation efficiency of the government's scientific and technological resources,and the level of allocation efficiency of the government's scientific and technological resources in the 1998-2009 has been evaluated by VRS model of DEA.The results have showed that the comprehensive efficiency is among 0.95-1.0 in 2000,2001 and 2002,and is 1 in the rest years,which indicates that allocation efficiency of the government's scientific and technological resources has been at a high level.However,in order to maintain such high level,it should rationally control the total investment in scientific and technological resources,and continue to adjust and optimize the investment structure,and increase the efficiency of the use of scientific and technological funds.
