摘要
资格预审制度是开展招投标工作的首要关口。选择合适的评审方法,是确保工程进度、质量、成本和安全等各方面都取得满意效果的重要保障。目前我国工程项目资格预审比较常用的方法是百分制打分法。同时,层次分析法、模糊决策法、人工神经网络等方法的应用相关论文也进行了探讨。文章系统地分析和总结了各种评审方法的适用条件以及要求,以供招标者参考。
Prequalification is the key step to carry on bidding system. A reasonable and effective evaluation method ensures satisfied results in engineering schedule, cost, quality, and safety. At present, expert centesimal scoring method is commonly used in project prequalification evaluation. Meanwhile, other methods including AHP, fuzzy decision method, and BP Neural Network are also discussed in many articles. This paper is focused on systematically analyzing and summarizing the application condition and requirements of above methods, for reference to Tender.
