摘要
交通运输管制是军队非战争军事行动的基本保证。当前对非战争军事行动交通运输管制的研究还很欠缺。为厘清非战争军事行动交通运输管制的内涵,指导非战争军事行动交通运输管制的实施,该文基于近年来我国处置突发事件中的非战争军事行动交通运输管制实践,对非战争军事行动交通运输管制这一重要问题进行了系统剖析。梳理了非战争军事行动交通运输管制的内涵与内容,分析了交通运输管制的力量与部署,提出了交通运输管制的原则与措施。
Traffic and transportation control is the primary guarantee of non-war military operations.However,the research on the traffic and transportation control for non-war military operations leaves much to be desired at present.For the sake of clarifying the implied content of traffic and transportation control for non-war military operations,and guiding the performance of the traffic and transportation control for non-war military activities,and upon the basis of studying our recent practice in traffic and transportation control for non-war military operations against abrupt incidents,a systematic analysis is made of the important problem of traffic and transportation control for non-war military operations in the paper,which clarifies the implied meaning and the main content of the traffic and transportation control for non-war military operations,and then analyzes its basic forces and deployment,with some principles and countermeasure of control put forward finally.
