摘要
城市化成为我国经济社会发展的重要引擎。但是,城市化进程中存在目标不清,缺乏系统规划,城市规模结构性失衡,资源和能源耗费激增等问题,引发资源紧张、道路拥堵等"城市病"。通过对不同规模城市人均资源消耗的实证研究,分析出中国城市的最优规模区间,提出中国城市化应该根据资源的承载力,以资源集约为原则,从国家高度系统规划城市化布局,合理控制城市规模,把握人口、产业、城建的发展节奏,转变发展方式,走低碳发展的城市化道路,促进经济社会可持续发展。
Urbanization,although a major index in China's economic and social development,is suffering from such defects as ambiguity of objectives,lack of systematic planning,structural imbalance,excessive consumption of energy, and traffic jam.Based on empirical investigations,the paper holds that China's urbanization process should be regulated in accordance with the energy capacity and that population,industry,and urban construction should be given equal consideration so as to push the urbanization onto a route of low-carbon and sustainable development.
