摘要
体育公共服务的供给是实现公民体育权利的重要保证,而体育公共服务供给的主要依据是体育权利。在对体育权利和体育公共服务内涵进行深入分析的基础上,提出造成公民体育权利不平等的主要因素是我国体育公共服务的非均衡发展。我们要促进公民体育权利平等,短期目标:政府应进一步加大体育公共服务投入力度,丰富公民体育权利内容;并通过利益补偿扶持弱势群体,实现公民体育权利相对公平;长期目标:通过体育管理体制改革,在体育公共服务供给中建立利益制衡机制,通过利益制衡,逐步推进体育公共服务均等化,实现公民体育权利真正公平。
The supply of sports public service is an important guarantee to achieve citizen sports rights.And the main basis of sports public service supply is sports rights.The paper deeply analyzes the rights of sports and sports public service content,and proposes that the main factors causing unequal sports rights of citizens are non-balanced development of Chinese sports public service.We should promote equal citizen sports rights.Short-term goals： the government should further increase investment in sports public service,enrich the content of citizen sports rights,support weak groups through benefits compensation,and realize relative fairness of citizen sports rights;Long-term objectives：benefit balance mechanism shall be built in the supply of sports public service through sports management system reform,thereby gradually driving equalization of sports public service through benefit balance,and realizing true fairness of citizen sports rights.
