摘要
中华民国时期海宁县乡镇区划数次变动。以1940年代后期观察所得,乡镇归并给乡镇管辖和人们生活带来诸多不便,大大违背了其归并的原意。单纯采取归并、撤销乡镇的做法,政府的管理方式只是新瓶装陈酒。不对乡镇体制进行根本变革,则政府与农民的关系永远不会改善。
The township districts of Haining countiyes had several changes during the period of Republic of China. According to the observation of late 1940s, township merger brought a lot of inconvenience to township＇s management and people＇s life, which was greatly against the previous intent. The government＇s man- agement had not changed thoroughly if the govemcnent merely mergedor revoked the townships. The relation- ship between government and peasants will never improve if we don＇ t undertake fundamental change of township system.
