摘要 以汕尾市为例,基于水资源状况和经济社会发展规划,采纳当前用水定额并结合现状节水水平,完成了水资源供需预测与中远期水资源规划配置,依据规划配置结果建立了水资源规划配置效果评价指标体系,同时针对水资源系统的复杂性及不确定性,采用RBF人工神经网络模型分析规划配置效果。实例结果表明,通过规划配置水资源开发利用效果得到改善,但效果并未达到Ⅰ级的良好水平,可采取进一步的措施改进配置。 Taking Shanwei city for an example, based on the status of water resources and the planning of local economic and social development, combined the condition of present water consumption quota with the water conservation level in current situation, this paper finisies the water supply and demand forecast and medium long term planning alloea tion of water resources are completed. According to result, effect evaluation index system of water resources planning al- location is established. Meanwhile for the complexity and uncertainty of water resources system, RBF artificial neural net work is adopted to evaluate the effect of planning allocation. The result of instance shows that the effect of water re- sources development and utilization can be improved by the planning allocation but the effect did not reach the good level of Grade I; further measures can be taken to improve water resources allocation.
