摘要
粮食安全和农民增收两大战略任务都有赖于农业综合生产能力的提升。本文首先分析了农业资源环境、农业基础设施、农业科技创新和农业生产成本对农业综合生产能力的制约,进而分析了当前农业综合生产能力在农业资源利用和产出、农业科技创新、农业劳动力素质以及农产品优势区域布局等方面存在的突出问题。最后,本文从农业科技创新与应用角度,提出了提高中国农业综合生产能力的政策措施。
Food security and increasing farmers income, which are the two strategic tasks of agriculture, dependent on the enhancement of comprehensive production capacity of agriculture. This paper analyzes the constraints which comprehensive agricultural production capacity faces mainly are resources, infrastructure, technological innovation and the production costs. This paper proposes the current issues of comprehensive agricultural production capacity in the agricultural resource use and output, agricultural science and technology, quality of agricultural labor and advantages of regional distribution of agricultural products. From the perspective of agricultural science and technology innovation and application, this paper puts forward countermeasures to improve comprehensive agricultural production capacity.
