摘要
分析重庆市户籍制度改革下的农村养老保险问题,论证重庆市构建城乡一体化社会养老保险制度的可行性。从各区县经济指标、农民纯收入增长幅度以及保险缴费能力三方面来看,重庆市基本具备构建城乡一体化农村养老保险制度的经济条件。为此,从土地权益保障、养老保险待遇与转移以及创收能力三个方面,提出改善转户农民养老保障工作的政策建议。
For the issue of rural endowment insurance of Chongqing under the reform of household registration system, this paper studies the feasibility of construction of urban and rural social pension insurance system in Chongqing. The results show that the economic conditions of establishment of ru- ral endowment insurance system for urban and rural integration are basically mature from three ways. Then, based on the effects of reform of household registration system, we propose recommendations a- bout pensions of transferred farmers caused by reform of household registration system from the follow- ing three aspects： protection of land rights, benefits and transfer of pension insurance, and income- generating capacity.
