摘要
面对南中国海争端的日益国际化和多边化趋势,中国应坚持以维护主权为原则,在双边机制协商基础上,有必要倡导各方共同签署具有法律拘束力的南中国海行为准则,尝试构建合理的多边机制,并将多边机制与双边机制适当结合,以力求南中国海争端得到妥善全面解决。
Faced with the increasing globalization and multilateralization of disputes over the South China Sea, China should persist in the principle of safeguarding the sovereignty on the basis of the bilateral consultation mechanism. Meanwhile, China needs to advocate the signing of a code of conduct on the South China Sea legally binding on all parties concerned with an attempt to construct a reasonable multilateral mechanism. Moreover, efforts should be made to integrate the multilateral mechanism with the bilateral mecahnism so as to seek a sound and comprehensive settlement of disputes over the South China Sea.
