摘要
构建了农户用水行为的制度影响模型,分析了我国农业用水制度安排的不完善之处及其对农户用水行为的负效应,认为现行农业用水制度的不完善之处表现在农业水费管理制度的不健全和农业水权交易制度安排的滞后,这些不完善之处不仅导致了农户浪费性用水行为,而且也阻碍了水资源价值的实现,导致农业水资源配置效率低下。改善农户用水行为的制度创新设计在于:构建以农业水资源使用量为标准的计量管理模式;构建以大中型灌区农水企业和农民用水者协会(WUA)为主体的双层农业水费征收制度;构建包括交易主体制度安排、交易契约安排、交易程序安排、政府角色科学定位在内的农业水权交易制度。
The model of which the institutions influence the behaviors of famers＇ using water is constructed firstly. Secondly, the imperfections of the institutional arrangements of agricultural water using in China and their negative effects are analyzed. The imperfections of the institutional arrangements of agricultural water using show that the institution management about the agricultural water rate is not sound and that the institution management about the agricultural water rights transaction lags; and these imperfections not only result in farmers＇ wasteful behavior of using agricultural water, also hinder the realization of water resource value, and result in lower agricultural water resources allocation efficiency. The design of the institution innovation improving the actions of famers＇ using agricultural water is constructing the measurement management mode in which the agricultural water rate is calculated according to the usage amount of the agricultural water resources; constructing the double-level agricultural water rate collection institution in which the agricultural water enterprises and WUAs are main participants in the large and medium-size irrigation area; constructing the agricultural water rights transaction institution including the transaction subjects arrangement, the transaction contracts arrangement, the transaction program arrangement, and the scientific orientation of the government＇s role.
